In Chinese you typically see it here as Cantonese-leaning 屋崙 (simplified, 屋仑), Cantonese “uk1 leon4,” Mandarin “wū lún”; but Oakland is also called Mandarin-leaning 奧克蘭 (simplified, 奥克兰), Mandarin “ào kè lán,” Cantonese “ou3 haak1 laan4.” Both are simply phonetic and the characters together in either version don’t “mean” anything, whether about oaks or anything else. (Also, just to be hysterical, Auckland, New Zealand goes by the same names.) In the below image you see both names.
